In parallel with the press conference organised by the Regional Academy of Education and Training of the Fes-Boulmane region, on the occasion of the 2012/2013 school year, a local school experienced some disturbances because of ministerial circular no. 122 relating to new teaching hours in primary schools. This circular, the subject of a strike and a sit-in, organised last Thursday by five representative unions, including the FDT, in front of and inside the education delegation in Fes, continues to arouse protests from the teaching staff in primary schools, which is made up mainly of women. The latter demanded, through slogans, the departure of the supervisory minister and the suppression of this circular which, in their eyes, "aborts" any effort aimed at improving the quality of teaching in primary schools. The protesters criticised the content of this circular which did not take into account the fact that in primary school there are two teachers who provide lessons in the same class. Which makes its application impossible. Raised by our correspondent during this press conference, the question of new hours aroused this reaction from the director of the Academy: "As an administration reporting directly to the ministry, we can only implement this circular because we cannot violate the provisions of the law in this regard," stressed Mr. Oueld Daddah, adding that his administration remains attached to dialogue with the aim of raising the level of the teacher in the same way as that of the pupil and of teaching in general. Other questions also raised on this occasion by journalists concerned the second ministerial circular no. 109, which prohibits public sector teachers from working in the private sector, the overcrowding of classes in certain establishments, and prefabricated buildings that do not have the necessary conditions for an education worthy of the pupils. In order to highlight the transparency which would characterise, according to him, the action at the level of the Academy, Mr. Oueld Daddah presented to the audience a calendar of visits to establishments in operation or those under construction so that the people present could realise the realities on the ground, proposing dates for Fes, Moulay Yacoub, Sefrou and Boulmane.
