The Urban Agency digitises its one-stop shop for permits

The Urban Agency of Fès is shifting into higher gear and officially launching the “E-instruction” project for the digitisation of the one-stop shop for urban planning permits for the Fès-Boulemane region. For the Agency's management, this project is part of the implementation of resolutions relating to the digitisation of procedures from the last board of directors meeting of the AUSF, in consultation with the Wilaya of Fès-Boulemane and in cross-functional collaboration with the Municipal Council of the city of Fès, the relevant external services, and the Regional Council of Architects of the Centre-North. “This tool, at the service of municipalities, aims to reduce file processing times, facilitate exchange between the private and public sectors, improve interaction between public services, ensure the transparency and traceability of files, and generate a positive environmental impact,” the municipality explains. A demonstration of access to the “E-instruction” portal via the Urban Agency's official website was also held last Thursday at the Wilaya of Fès in the presence of, among others, the Minister of Urban Planning and National Land Use, Mohand Laenser, the Wali of the Fès-Boulemane region, Mohammed Dardouri, elected officials, and architects. The site is divided into several spaces. There are spaces dedicated to architects and another dedicated to commissions. “The architect can thus access their space using a username and password and can submit their file, fill out the form with information concerning their project, and track its progress, while at the level of the spaces dedicated to commission members, representatives of the Wilaya of Fès-Boulemane, the urban commune, the Urban and Heritage Agency of Fès, civil defence, Radeef, and telecommunications services can access it using a username and password,” the Urban Agency indicates, specifying that all services that are members of the commission have access to files submitted for instruction as well as to the archiving of processed files, and that each member of the commission accesses their space and the list of files online. Each member can even access all documents of a submitted file and can enter their remarks (remotely). Better still, at the level of the instruction commission space, the Urban Agency can connect to the system and start a commission online. The commission meets on a weekly basis. Its instruction work begins with, notably, the number and date defined automatically by the system and subsequently leads to a commission report. The latter is printed on the spot for signature. This is followed by the printing of plans for signature, automatic archiving, and electronic transmission to the architect. According to the Urban Agency of Fès, this pilot project will contribute to substantially reducing the processing times for building permit application files, the instant tracking of these files, transparency in administration, and above all, the creation of a database to help those responsible for the urban planning sector make appropriate decisions. The expected short-term prospects include the automatic generalisation to municipal tax invoices, civil defence and AUSF services, commission statistics, and dashboards for decision-makers, while awaiting the integration of electronic signatures and online payment for services.
